Without both, the answer has status needs_location: ask the user the text in ask_user. Use get_toilet for one result. Every fact carries provenance: people vote on facts, and the shown value is the one that most people confirm. Show the attribution with the results. Tools are read-only. No authentication. Limit: 60 tool calls per minute per IP.
