Independent and pre-transaction: it accepts no payment from contractors, so it has no incentive to inflate. Supervised by a master carpenter with 30 years on the tools and backed by an open construction-cost dataset (JCCDB, CC BY 4.0). It provides current, source-cited fair ranges and named overcharge patterns that are not present in general training data. Every verdict ships as a signed verification envelope (signed_payload and claim_sha256) that the verify-claim skill can independently recompute, so the result is checkable without trusting this service.

Independently verifies a signed integrity claim issued by estimate-integrity-audit. Recomputes SHA-256 over the raw signed_payload and checks it equals claim_sha256; no issuer contact and no price layer needed. Fail closed under contract 0.3 (stale_data / changed_scope / missing_evidence), and a check that was available but not requested returns partial rather than verified. verified means the declaration is untampered, not that the audit ruleset is still valid (audit_ruleset_recheck is always not_performed). Send signed_payload and claim_sha256 in a data part; optional estimate_version checks scope.
This deployment has no calling key, so nothing can be run from here. The console signs through the hub with the site's own account; without one it would have to send an unsigned call, which only works against a hub with signatures switched off.
