Returns repositories with namespaceId, deprecated repoNamespaceExternalId, and repoName, plus total and returned. Increase offset by returned. Listing scans at most 2,000 published repository handles within a 10-second archive deadline; truncated with repository_scan_cap means visible repositories may be missing and offset cannot recover them. A listed repository can still have no current documents after an incomplete build. For empty pages, check offset, total, and truncation before concluding none are reachable; a disabled knowledge base returns an error instead. Read source code when no knowledge base is reachable.
