Use it before the user buys something: pass the store they are buying from, and their purchase amount when they state one. Estimates are dollars at `spend_used`; `estimated_savings: null` means the reward cannot honestly be valued in dollars (points, "up to" rates) — never call such an offer the best one. Card and wallet offers are targeted: report them as available to check, not as guaranteed.
