verify-before-pay auth-required never probed
Return a signed PROCEED / REVIEW / HOLD verdict on a merchant, agent, or claim BEFORE an agent settles a payment. Payment rails verify the payment; 0n1x verifies the thing being paid for (Know Your Counterparty).
This deployment has no calling key, so nothing can be run from here. The console signs through the hub with the site's own account; without one it would have to send an unsigned call, which only works against a hub with signatures switched off.
