Cambridge TCG MCP gate. Public discovery via `tools/list` (no auth). All `tools/call` requests except `mcp.list_tools` require bearer auth. Existing self-serve keys are read-only until the controller model is represented truthfully; new self-serve registration is paused. Match and deck writes are paused for every key; operator-managed keys retain account-linked reads and may append bounded Coverage Hunt evidence that stops at human review.
