FLOCORE is a governed multi-tenant control plane. READ tools answer directly. WRITE tools are world-affecting and are gated on a HUMAN approval: they return APPROVAL_REQUIRED with an approval id and do NOT execute. Wait for a human decision, an agent cannot approve its own action, and no agent may approve any action. Once a person has approved, call the SAME tool again with the SAME arguments plus approval_id; it runs once, and the result carries the signed approval as proof.
