Issue a signed AP2 spending mandate. When GOVWARE_REQUEST_AUTH_ENABLED=1, the request must include request_jws: a JWS signed by the traveler's ANS identity key (from their jwks.json), binding subject_ans and all security-relevant args. Structured denial on any auth failure. When GOVWARE_ISSUANCE_CHECK_ENABLED=1, settlement_addr (traveler's EVM wallet) must be provided. The authority reads the on-chain USDC balance and rejects if the requested amount plus outstanding encumbrances would exceed the balance. Fail-closed: unreadable chain = no mint. When both flags are off, behavior is identical to the original open mint. The mandate format is unchanged in all cases.
