Moderated submission tools (submit_source, submit_correction, submit_usage_receipt) send proposals to a weekly-reviewed inbox; no tool edits or publishes a record, and there is no approval, deploy, or private discovery data. Paid tools are HTTP x402 routes; call list_paid_tools.
